What is the authenticity of the narration about the blind man who asked Nabi (sallallahu ‘alayhi wa sallam) about attending the congregational prayer?

You are probably refering to the following authentic (sahih) Hadith:

Sayyiduna Abu Hurayrah (radiyallahu ‘anhu) reports that a blind man came to Rasulullah (sallallahu ‘alayhi wa sallam) and said: ‘O Rasulullah, I don’t have a guide to walk me to the masjid for salah.’

He then asked Rasulullah (sallallahu ‘alayhi wa sallam) to allow him to offer his [fard] salahs at home. Rasulullah (sallallahu ‘alayhi wa sallam) permitted him.

When this blind person turned to leave, Nabi (sallallahu ‘alayhi wa sallam) called him back and asked: ‘Do you hear the adhan?’

He replied: ‘Yes.’

Rasulullah (sallallahu ‘alayhi wa sallam) then said: ‘Then respond.’ [i.e., attend]

(Sahih Muslim, Hadith: 1484)

In this Hadith, Rasulullah (sallallahu ‘alayhi wa sallam) first explained to the Sahabi (radiyallahu ‘anhu) that he doesn’t have to attend the congregational salah due to his excuse. In other words, it is not binding on him.

Thereafter, Rasulullah (sallallahu ‘alayhi wa sallam) advised him that to attend the congregational salah despite his excuse would be better (mustahab).
