Question
Is there a Hadith that states, “There is no Jumu’ah without khutbah”?
Please provide me with a reference for this Hadith

I have not come across these words clearly as a Hadith of Rasulullah (sallallahu ‘alayhi wa sallam).
These words are, however, recorded in Al-Mudawwanah of Imam Suhnun and in As-Sunanul Kubra of Imam Bayhaqi (rahimahumallah), from Imam Zuhri (rahimahullah), who said, “It has reached me,” without naming his source.

Explanatory Translation:
Imam Ibn Shihab Zuhri (rahimahullah) said: “It has reached me that the two rak‘ahs of Jumu‘ah Salah are only valid when a khutbah is delivered. If no khutbah is delivered, four rak‘ahs of Zuhr should be performed.”
Note: I have merely answered the question regarding the source of this narration. Kindly refer to a reliable Mufti/Darul Ifta for clarity regarding the jumu’ah khutbah and salah.

(5768) – أخبرنا أبو حازم الحافظ، أخبرنا أبو أحمد محمد بن محمد الحافظ، أخبرنا أبو جعفر محمد بن عبد الرحمن الضبي، حدثنا القاسم وهو ابن عبد الله بن مهدى أبو الطاهر بمصر، حدثنا عمي يعني محمد بن مهدى، حدثنا يزيد يعنى ابن يونس بن يزيد الأيلي، عن أبيه يونس، عن الزهري قال: بلغنا أن أول ما جمعت الجمعة بالمدينة قبل أن يقدمها رسول الله صلى الله عليه وسلم، فجمع بالمسلمين مصعب بن عمير. قال: وبلغنا أنه لا جمعة إلا بخطبة، فمن لم يخطب صلى أربعا.

وما ذكره البيهقى فيما بعد (عن ابن شهاب انه قال بلغنا انه لا جمعة الا بخطبة) لا حجة فيه.
