Is this such a Hadith?
“Nabi (sallallahu ‘alayhi wa sallam) has prohibited women from keeping their head hair up to their shoulders”
(Tabarani in Al Mu’jamus Saghir: 370)
The Hadith you are referring to is as follows:
Sayyiduna ‘Abdullah ibn ‘Amr (radiyallahu ‘anhuma) reported that Nabi (sallallahu ‘alayhi wa sallam) prohibited that a free woman from leaving her hair loose between her shoulders [as this resembles men] and he prohibited slave women from plaiting their hair [as this resembles free women].

‘Allamah Haythami (rahimahullah) has declared the narrators of Al Mu’jamus Saghir reliable (thiqat).
