Is this Hadith authentic?
The Messenger of Allah (sallallahu ‘alayhi wasallam) passed by Sa’d (radiyallahu ‘anhu) when he was performing ablution, and he said: ‘What is this extravagance?’ He said: ‘Can there be any extravagance in ablution?’ Rasulullah (sallallahu ‘alayhi wasallam) said: ‘Yes, even if you are on the bank of a flowing river.'”
This Hadith is recorded by Imams Ibn Majah and Ahmad (rahimahumallah) on the authority of Sayyiduna ‘Abdullah ibn ‘Amr (radiyallahu’anhuma).

My Honourable Teacher; Al-‘Allamatul Muhaddith, Shaykh Muhammad ‘Awwamah (hafizahullah) has declared this Hadith as sound (hasan).

Other similar narrations from the Sahabah (radiyallahu’anhu) and those after them
1) Sayyiduna Abud Darda (radiyallahu’anhu) said:
‘Be thrifty [with water] when making wudu, even if you are at the river bank.’
(Musannaf ibn Abi Shaybah, Hadith: 731)
2) Hafiz Ibn Hajar (rahimahullah) has stated that a similar statement is reported from Sayyiduna ‘Abdullah ibn Mas’ud (radiyallahu’anhu).

3) The Tabi’i; Hilal ibn Yisaf (rahimahullah) said: ‘It used to be said [by the Sahabah and Tabi’un]:
‘Wastage during wudu can also occur at the river bank.’
