Is this a Hadith?

ما أفضل ما يقال على الميت؟ فقال: الاستغفار



Imam Abu Nu’aym (rahimahullah) has recorded this narration as the statement of the famous Tabi’i; Imam Tawus ibn Kaysan (rahimahullah). The narration should be quoted as such.

Imam Tawus’s son asked, “What is the best recital to recite for a deceased person?” He replied seeking forgiveness [i.e. istighfar on his behalf].

A similar narration appears in Musannaf ‘Abdur Razzaq.
