‘Umar’s (radiyallahu ‘anhu) statement regarding cutting the hand of a thief


What is the reference and authenticity of this statement of Sayyiduna ‘Umar (radiyallahu ‘anhu)?

إذا كان اللص ظريفا لم يقطع



I have not come across this statement of Sayyiduna ‘Umar (radiyallahu ‘anhu) in any primary Hadith source.

Certain non primary sources like the books on Gharibul Hadith have cited this as the statement of Sayyiduna ‘Umar (radiyallahu ‘anhu) without a chain. I could therefore not verify the authenticity.
