Is the following a Hadith?

“A person is deprived of sustenance due to sins that he commits”

Answer

Yes, this is a Hadith recorded in numerous Hadith collections on the authority of Sayyiduna Thawban (radiyallahu ‘anhu) as part of a longer Hadith. Imam Ibn Hibban, Imam Hakim and ‘Allamah Dhahabi (rahimahumullah) have declared the Hadith authentic.
