Question
There is a narration recorded by Imam Bayhaqi (rahimahullah) that goes something like the following, but I have neither the full Hadith nor the title of the text.
“When Allah is pleased with a people, he makes the rains come on time and the finances of government are held to a trustworthy person. When Allah is displeased with a people, Allah makes the rains fall out of season and the finances of government are held by an untrustworthy person.”
Would you be so kind as to please relate the entire Hadith?

Imam Bayhaqi (rahimahullah) has recorded this narration as the statement of Sayyiduna ‘Umar (radiyallahu ‘anhu) with an unreliable chain.
Sayyiduna ‘Umar (radiyallahu ‘anhu) has mentioned: “I have been told (حُدثتُ) that either [Sayyiduna] Musa or [Sayyiduna] ‘Isa (‘alayhimas salam) has said: “O my Rabb, what is the sign of Your pleasure regarding Your creation?
Allah [Ta’ala], respected and honored is He, replied: [A sign of Me being pleased with them is] “That I send rain to them during their planting/growing [season] and I hold it back during their harvesting [season], I entrust their affairs to their gentle/patient ones, and [I place] their spoils of war in the hands of their generous ones.”
He [either Sayyiduna Musa or Sayyiduna ‘Isa – ‘alayhimas salam) then said [i.e. asked]: “O my Rabb, then what is the sign of [Your] anger/displeasure?
He [i.e. Allah Ta’ala] replied: “That I send rain to them during their harvesting [season] and I hold it back during their planting/growing [season]. And I entrust their affairs to their foolish ones, and [I place] their spoils of war in the hands of their miserly ones.”

The chain of this narration consists of a liar.

Imam Abul Qasim Al Isbahani (rahimahullah) has also recorded this narration with another chain. However, ‘Allamah Dhahabi (rahimahullah) has declared the narration unreliable (munkar).

The Hadith should therefore not be quoted.
