Imam Ibn Majah (rahimahullah) has recorded these words on the authority of Sayyiduna Abu Hurayrah (radiyallahu ‘anhu). Rasulullah (sallallahu ‘alayhi wa sallam) had offered Sayyiduna Abu Hurayrah (radiyallahu ‘anhu) some advice, the words in question being part of them.
(Sunan Ibn Majah, Hadith: 4217. See another part of this Hadith here)

Be a good neighbour to your neighbours and you will be a [true] Muslim.
Imam Tirmidhi (rahimahullah) has recorded the narration with slight variation in the wording. See this version here.
And Allah Ta’ala Knows best.
