Answer

The commentators have mentioned various reasons for his (Salm Al-‘Alawi) testimony being rejected. Among them are the following:

1. Shaykh (rahimahullah) -in his footnotes on Badhlul Majhud- quotes his father Moulana Muhammad Yayha (rahimahullah) to have said that his testimony was rejected because of the possibility of error. His imagination could convince him of a moon sighting based on forecasts through his astronomical calculations.

2. Qutaybah (rahimahullah) mentions that the edge of his eyelids had turned white. When he look for the crescent he would see this whiteness and assume it to be the crescent.

(Sharh Ibn Raslan vol. 18, pg. 448)

3. Allamah Mundhiri (rahimahullah) mentions that Salm’s narrations cannot be used as proof.

Summary

His testimony of sighting the moon was rejected either because he was unreliable, or because of the ailment in his eye, or due to him being an Astronomer.

سنن أبي داود:
(٤٧٨٨) – حدثنا عبيد الله بن عمر بن ميسرة، حدثنا حماد بن زيد، حدثنا سلم العلوي، عن أنس، أن رجلا، دخل على رسول الله صلى الله عليه وسلم وعليه أثر صفرة، وكان رسول الله صلى الله عليه وسلم قلما يواجه رجلا في وجهه بشيء يكرهه، فلما خرج قال: «لو أمرتم هذا أن يغسل ذا عنه» قال أبو داود: «سلم ليس هو علويا، كان يبصر في النجوم، وشهد عند عدي بن أرطاة على رؤية الهلال فلم يجز شهادته».

كتب مولانا محمد يحيى المرحوم: قوله: «فلم يجز شهادته» لاحتمال أن يكون المخيلة أرته حسب ما علم من النظر في النجوم، ولم يكن علمه بالنجوم علما منهيا عنه، وإلا لما قبل المؤلف منه الرواية، ورد شهادته كان لذلك الذي قلنا، لا لفسقه، انتهى.

شرح سنن أبي داود لابن رسلان: (١٨/ ٤٤٨)
(فلم يجز شهادته) سئل عنه بعضهم فقال: إنه يرى الهلال قبل أن يراه الناس بيومين. وقال قتيبة عنه: إن أشفار عينيه ابيضت فكان ينظر فيرى أشفار عينيه فيظن أنه الهلال .

مختصر سنن أبي داود للمنذري: (٧/ ١٦٨)
قال أبو داود: سلم ليس هو علويا، كان ينظر في النجوم، وشهد عند عدي بن أرطاة على رؤية الهلال فلم يجز شهادته. هذا آخر كلامه.
وسلم -هذا- هو ابن قيس، بصري لا يحتج بحديثه.
